A caption above reads "Me trying to reveal CIA secrets before they activate my mandatory brain implant forcing me to dance." Below it, a low-resolution render of the red, big-eyed "Ugandan Knuckles" character appears under burned-in text reading "The government lies to you!!!", its arm blurred as if in motion. The conspiracy premise is the joke, reproduced as found and not endorsed. Maker, origin, and date are not recorded. The exif scrub reported no location metadata to strip.
